Adding locales not in the CLDR ? #289

How would one add support for cultures not listed in the CLDR but available in Windows?

eg. Southern Sami which has :
SMA,
SMA-NO, (Norwegian)
SMA-SE (Swedish)

My thought was to use SMN (Inari Sami) as a surrogate, but there are lots of problems I can foresee in doing so. Thoughts?
